Early Childhood Development (ECD), Primary and Secondary Teacher Education, and Continuing Professional Development
This component will develop evidence–based recommendations for strengthening pre-service teacher education, in-service teacher education and teacher continuing professional development (CPD), at the pre-primary, primary and secondary levels. It will review lessons learned from pilots of new approaches in existing programmes in pre-and in-service teacher training at primary level, including supporting teacher Continuous Professional Development (CPD) through improving ‘instructional leadership’ and mentoring, making use of school cluster systems. At secondary level, it will conduct an in-depth study of Education Colleges, to identify key areas of reform.
Policies related to teacher education data analysis, and continuous professional development will also be reviewed and compared with international and regional standards and practice. Recommendations for policy options and legislation for improving teacher education and development will also be made. Issues to be examined include institution accreditation, standards for teacher education institutions, and systems strengthening.
On the basis of the findings from the above, the Component will make recommendations for ECD, Primary and Secondary Teacher Education, and Continuing Professional Development reform.
