Myanmar Comprehensive Education Sector Review (CESR)

The vision of the CESR is to develop an education system that promotes a learning society capable of facing the challenges of the Knowledge Age and that it helps to build a modern developed nation through education.

Steering Committee

The CESR Steering Committee provides overall strategic steerage to the CESR in liaison with other relevant ministries and authorities. It is chaired by the Union Minister of Education and consist of senior representatives from different parts of the MoE. It oversee the CESR Task Force, nominate persons to the Task Force, receive reports from the Task Force, make appropriate decisions and seek approval as required from the higher authorities.

The main purpose of the Education Thematic Working Group (henceforth the ETWG) is to advocate for and support the collaborative implementation and realization of Education For All in Myanmar, according to the obligations and responsibilities of the State, in particular the Convention on the Rights of the Child (CRC), and the Millennium Development Goals (MDG).The main objectives of the ETWG are to provide a regular opportunity for open dialogue between key education stakeholders, line departments and donor agencies in support of the priority areas in achieving the Education For All in Myanmar;To provide a forum which facilitates and enables coordinated efforts for education development as appropriate and to promote and enable capacity building and sharing of technical expertise and good practice in support of Myanmar’s education system

There is a need for communication activities to be designed to inform the wider stakeholder community, including NGOs, CSOs and other education partners, who can provide informed support to the education sector if they are reached with accurate and up-to-date information on the outcomes of various CESR processes. Under the leadership of DG Myanmar Education Research Bureau, Ministry of Education, the Education Communication Working Group (ECWG) will be responsible for planning, implementing, coordinating & monitoring of communication interventions for CESR and Education for ALL under the Myanmar Education Communication Strategy and Plan of Action in collaboration with development partners.

Through consultative meetings, comments on findings and recommendations emerging from the Rapid Assessment were requested and received from education experts in each subsector. Critically, comments were also taken on board from various education stakeholders, including parents, community members, representatives of various ethnic and religious groups, those concerned with monastic education, community-based groups, international NGOs (INGOs) and local NGOs, DPs, Members of Parliament, state and regional Chief Ministers, state and regional Ministers, and political groups. Therefore, the Rapid Assessment report of the CESR Phase 1, published in both English and the Myanmar language reflects diverse opinions.

The Development Partner Coordination Group (DPCG) is a forum for the practical coordination of an array of development partners (DPs) in support of the education sector in Myanmar. The DPCG has a strong commitment to aid effectiveness, with DP support aligned to priorities owned and driven by the Government of Myanmar and relevant stakeholders. The purpose of the DPCG is to increase DP harmonisation, with a focus on results and mutual accountability.
